I am just ASSUMING, so be sure to ask others.... If you are just diving to look at what goes on under water it is probably legal, BUT the rule clearly states NO MOTORIZED EQUIPMENT is allowed for mining. If you are searching for gold I suspect it would be illegal.

Might get away with it arguing that it's not "mining equipment"... it's "Life Support".
This raises the question of what 12v (or other battery) compressor would put out enough air? I can't see a normal car battery powering a normal T-80 for more than a few hours? (Never tried). Would be interesting to know if it works.
