Any rules on a rechargeable vac?
I love crevicing and was wondering if a rechargeable battery operated vac is considered "mechanical"?

I think it is safe to say that everyone is just going to have to figure out what is mechanical for themselves. You can ask others forever, but all you will get is an opinion. For instance, my opinion is that just because it is battery powered doesn't mean it is not mechanical. The motor is a mechanical devise, even though it is battery powered.
Anyone that wants to stay out of trouble would be well served to call or write to California Fish and Wildlife and ask them the question. Then get the answer in writing.
I would hate to get cited just because I took someone else's word for it.
