I found this on a FB group gold mining page. These guys are all set up for highbanking. They said in the group that they are waiting for their permit before they start and the cops told them it was okay because it's not a dredge.

Here it is. It's 1/4 oz. found in a thin layer of hard pack under 8 inches of sand, with a plastic shovel. She wants brothers and sisters.
There's plenty of gold to be found without motorized equipment, yes you have to work for it, but there's nothing like it.
